What does it mean when the response is Not Captured - Picup (or some variation of Picup) when attempting to authorize a credit card?

Answer

This response indicates that if the card is in the possession of the merchant it should be retained and the merchant should phone the voice auth line for instructions. If the card has been returned to the presenter, conisder it declined.
